The Rapides Parish School Board of Rapides Parish, Louisiana, met in special
session at 4:05 o'clock on Monday, November 18, 2002, at the regular meeting
place of said board in the Rapides Parish School Board Office, Sixth and
Beauregard Streets, in Alexandria, Louisiana.
President Scott Linzay called the meeting to order and on roll call the
following members were present:

By virtue of the authority vested in me by law and by reason of the fact that it
is deemed necessary, advisable, and to the public interest that the Rapides
Parish School Board be called in special session; now, therefore,
I, Scott Linzay, President, do hereby give notice that the said board will meet
in special session at its domicile in the City of Alexandria, Louisiana, at 4:05
p.m. on

¢ James L. Addison, a Vocal Music teacher at Rapides High, in an application
dated November 12, 2002, is requesting a Medical Sabbatical for the 2nd semester
of the 2002-2003 school year. Mr. Addison's request is supported by a
physician's statement.
¢ Pamela R. Lanford, a second grade teacher at Buckeye Elementary, in an
application dated November 11, 2002, is requesting a Professional Improvement
Sabbatical for the 2nd semester of the 2002-2003 school year so that she may
pursue Librarian certification.

A motion was made by Mrs. Rodessa Metoyer and seconded by Mr. Michael Byrnes to
add to the agenda to consider a request from Mr. and Mrs. Wayne Bobb, parents of
LaRon Hines, a student enrolled at Alexandria Sr. High School that the Board
modify the expulsion and permit the student to return to the zoned school; to
consider an appeal from Mrs. Wanda Cooper, parent of Loretta Cooper, a student
enrolled at Pineville Jr. High that a decision rendered in an expulsion hearing
by Mrs. Ruby W. Smith be amended by the Board; to consider an appeal from Mr.
Issac Williams, parent of Issac Lair, a student enrolled at Peabody Magnet High
School that a decision rendered in an expulsion hearing by Mrs. Ruby W. Smith be
amended by the Board; to consider and take action with respect to adopting a
resolution ordering and calling a special election to be held in
Lecompte-Lamourie-Woodworth School District No. 57 of Rapides Parish, Louisiana,
to authorize the levy of a special tax therein; and providing for other matters
in connection therewith; to consider an appeal from Ms. Julia Ann Bush, parent
of Yolanda Reed, a student enrolled at Pineville Jr. High School that a decision
rendered in an expulsion hearing by Mrs. Ruby W. Smith be amended by the Board;
to reconsider an appeal from Mrs. Felicia P. Cone, parent of Fredreika Piper, a
student formerly enrolled at Alexandria Middle Magnet School that the Board
amend its decision and permit the student to re-enroll at the zoned school; to
consider an appeal from Mr. Jeffery Stoffel, parent of Matthew Stoffel, a
student enrolled at Tioga Jr. High that the Board modify the expulsion and
permit the student to return to the zoned school; to consider an appeal from Ms.
Marty Martin, parent of Cody Asher, a student enrolled at Brame Middle School
that a decision rendered by Mrs. Ruby Smith during an expulsion hearing be
amended by the Board; to consider an appeal from Ms. Sharon Brown, parent of
Starmeka Chew, a student enrolled at Peabody Magnet High School that a decision
rendered in an expulsion hearing by Mrs. Ruby W. Smith be modified by the Board.

On motion by Mrs. Bonnie Lee and seconded by Mrs. Rodessa Metoyer, the Board
voted unanimously to reconvene in open session.

A motion was made by Mr. Scott Linzay and seconded by Mr. Herbert Dixon to
add to the agenda to direct the Board Secretary to have a photographer present
at the January Regular
Board meeting to have a photograph made of the new Board and a photograph made
every four years of the new incoming Board at the Board's expense to be taken
out of their travel money.

resolution ordering and calling a special election to be held in
Lecompte-Lamourie-Woodworth School District No. 57 of Rapides Parish, Louisiana,
to authorize the levy of a special tax therein; and providing for other matters
in connection therewith.

The following resolution was offered by Bonnie Lee and seconded by Paul
Dauzat:
RESOLUTION
A resolution ordering and calling a special election to be held in
Lecompte-Lamourie-Woodworth School Distict No. 57 of Rapides Parish, Louisiana,
to authorize the levy of a special tax therein, making application to the State
Bond Commission in connection therewith and providing for other matters in
connection therewith.
BE IT RESOLVED by the Parish School Board of the Parish of Rapides, State of
Louisiana (the "Governing Authority"), acting as the governing authority of
Lecompte-Lamourie-Woodworth School Distict No. 57 of Rapides Parish, Louisiana
(the "District"), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission,
and under the authority conferred by Article VI, Sections 30 and 32 of the
Constitution of the State of Louisiana of 1974, the applicable provisions of
Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other
constitutional and statutory authority, a special election is hereby called and
ordered to be held in the District on SATURDAY, APRIL 5, 2003, between the hours
of six o'clock (6:00) a.m., and eight o'clock (8:00) p.m., in accordance with
the provisions of La. R.S. 18:541, and at the said election there shall be
submitted to all registered voters qualified and entitled to vote at the said
election under the Constitution and laws of this State and the Constitution of
the United States, the following proposition, to wit:

OF RAPIDES PARISH, LOUISIANA
(TAX CONTINUATION)
SUMMARY: 10 YEAR, 4.55 MILLS PROPERTY TAX CONTINUATION FOR ACQUIRING,
CONSTRUCTING, REPAIRING, IMPROVING, MAINTAINING AND/OR OPERATING SCHOOLS AND
SCHOOL RELATED FACILITIES, EQUIPMENT AND PROGRAMS FOR THE DISTRICT.
Shall Lecompte-Lamourie-Woodworth School District No. 57 of Rapides Parish,
Louisiana, continue to levy a four and fifty-five hundredths (4.55) mills tax on
all the property subject to taxation in said School District, for a period of
ten (10) years, beginning with the year 2003 and ending with the year 2012, for
the purpose of acquiring, constructing, repairing, improving, maintaining and/or
operating schools and school related facilities, equipment and programs for said
School District, said tax to be a renewal of a similar tax approved at an
election on May 1, 1993, which tax expires with the 2002 tax levy?
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall
be published in The Alexandria Daily Town Talk, a daily newspaper of general
circulation within the Districts, published in Alexandria, Louisiana, and being
the official journal of the School Board and the Districts, once a week for four
consecutive weeks, with the first publication to be made not less than forty
five (45) days nor more than ninety (90) days prior to the date of the election,
which Notice shall be substantially in the form attached hereto as "Exhibit A"
and incorporated herein by reference the same as if it were set forth herein in
full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting
place, the Parish School Board Office Building, Sixth and Beauregard Streets,
Alexandria, Louisiana, on TUESDAY, MAY 6, 2003, at FIVE O'CLOCK (5:00) P.M., and
shall then and there in open and public session proceed to examine and canvass
the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice
of Special Election are hereby designated as the polling places at which to hold
the said election, and the Commissioners in Charge and Commissioners,
respectively, will be the same persons as those designated in accordance with
law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to
serve as Commissioners in Charge and Commissioners pursuant to Section 4 hereof,
or such substitutes therefor as may be selected and designated in accordance
with La. R.S. 18:1287, shall hold the said special election as herein provided,
and shall make due returns of said election for the meeting of the Governing
Authority to be held on Tuesday, May 6, 2003, as provided in Section 3 hereof.
All registered voters in the District will be entitled to vote at the special
election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority
is hereby empowered, authorized and directed to arrange for and to furnish to
said election officers in ample time for the holding of said election, the
necessary equipment, forms and other paraphernalia essential to the proper
holding of said election and the President and/or Secretary of the Governing
Authority are further authorized, empowered and directed to take any and all
further action required by State and/or Federal law to arrange for the election,
including but not limited to, appropriate submission to the Federal Department
of Justice under Section 5 of the Federal Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of
this resolution shall be forwarded to the Secretary of State, the Commissioner
of Elections, the Clerk of Court and Ex Officio Parish Custodian of Voting
Machines of Rapides Parish and the Registrar of Voters of Rapides Parish, as
notification of the special election, in order that each may prepare for said
election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the
State Bond Commission for consent and authority to hold the special election as
herein provided, and in the event said election carries for further consent and
authority to levy and collect the special tax provided for therein. A certified
copy of this resolution shall be forwarded to the State Bond Commission on
behalf of this Governing Authority, together with a letter requesting the prompt
consideration and approval of this application.
This resolution having been submitted to a vote, the vote thereon was as
follows:

Pursuant to the provisions of a resolution adopted by the Parish School Board of
the Parish of Rapides, State of Louisiana (the "Governing Authority"), acting as
the governing authority of Lecompte-Lamourie-Woodworth School Distict No. 57 of
Rapides Parish, Louisiana (the "District"), on November 18, 2002, NOTICE IS
HEREBY GIVEN that a special election will be held within the District on
SATURDAY, APRIL 5, 2003, and that at the said election there will be submitted
to all registered voters in the District qualified and entitled to vote at the
said election under the Constitution and Laws of the State of Louisiana and the

parent, and Superintendent within five days, otherwise the principal's
recommendation is upheld.

that the Desegregation Attorneys be authorized to take necessary actions and to
file necessary
papers to oppose the motion to intervene, and the intervention, should the
motion to intervene be
granted, of the Academic Center of Excellence Charter School, Inc.
Further that the Superintendent and the Desegregation Attorneys be authorized to
oppose the proposal by the Academic Center of Excellence Charter School, Inc.
for a Type 2
Charter from the Board of Elementary and Secondary Education when the proposal
is considered
by B.E.S.E.

the Board.
On roll call the vote was as follows:

voted unanimously to reconvene in open session.

parent of Issac Lair, a student enrolled at Peabody Magnet High School that a

P. Cone, parent of Fredreika Piper, a student formerly enrolled at Alexandria
Middle Magnet school that the Board amend its decision and permit the student to
re-enroll at the zoned school)

On motion by Mr. Michael Byrnes and seconded by Mrs. Rodessa Metoyer, the
Board voted unanimously that Matthew Stoffel remain at the Rapides Motivational
Center for the assigned time pending a report from the Guidance Counselor and
thereafter be readmitted to the zoned school, conditioned upon a probationary
agreement to be executed by the student, parent, and Superintendent within five
days, otherwise the principal's recommendation is upheld.
